The Department of education, culture and environmental protection (DECA) comprises five services that handle multiple tasks. As a staff body, the Department secretariat supports the management of the Department and follows, among other things, legal and political affairs.

• Autonomous direction and coordination of legislative projects
• Elaboration of normative acts, messages, proposals to the Government and documentation related to consultation procedures
• Legal advice to the Department and its services
• Analysis of complex legal issues and development of solutions that are grounded and implementable from a legal point of view
